Downtown Seattle Digital Kiosks SEPA Services

Shannon & Wilson was hired by Orange Barrel | Media + IKE Smart City (IKE) to provide State Environmental Policy Act (SEPA) services for proposed signage at multiple sites throughout parts of Seattle.

The new large-format, interactive displays provide wayfinding and local navigation, free public Wi-Fi, emergency call functionality, and curated business listings. Seattle Department of Transportation (SDOT) issued a programmatic SEPA Checklist with a Determination of Non Significance (DNS) in 2025 to support the introduction of draft legislation for the kiosks. The City Council passed a resolution in early May 2025 granting “conceptual approval” to install 30 kiosks in public spaces within the Downtown Seattle Metropolitan Improvement District. After individual permits for the first 30 kiosks are granted, the City Council may approve a future ordinance allowing a broader rollout. Applications for an additional 50 kiosks may be submitted.

Our team has prepared three project-level SEPA Environmental Checklists for 21 proposed sites and expects to prepare at least one more SEPA Environmental Checklist analyzing up to 14 sites this year, with more to come. On June 9, 2026, IKE unveiled the first kiosk across from Pike Place Market, and a second at Westlake Park. This ribbon-cutting milestone marks the beginning of the kiosk network expected to generate approximately $1.1 million annually to support and reinvest in downtown programming. A smart, connected, and more accessible downtown is taking shape, and we’re proud to support IKE in bringing this vision to life.
