Katie Carroz, AICP, ENV SP

Senior Associate


Katie has 24 years of experience in environmental planning and SEPA/CEQA/NEPA compliance, having served as subject matter expert, project manager, or project director for SEPA and NEPA EISs; NEPA EAs and Categorical Exclusions; SEPA Checklists; and federal, state, and local permitting. She works with federal, state, and local agencies to assist in upholding their environmental planning goals and regulations. Her technical expertise is the built environment, including socioeconomics, environmental justice, land use, housing, public facilities, and utilities.

Katie has a broad knowledge of all environmental elements and related laws and policies; she has managed complex, multidisciplinary projects and contracts with multi-firm teams and coordinated various federal, state, and local permitting processes and compliance documents, such as JARPAs, CWA Section 404/401, HPAs, Section 4(f), Section 106, and EO 21-02. Her strengths are her breadth of experience, including many disciplines, clients (including federal, state, and local agencies), and partner firms; knowledge of NEPA/SEPA processes from beginning to end; attention to detail; and holistic leadership of teams and projects.

Katie has provided NEPA, SEPA, or CEQA compliance services on more than 40 transportation or transit projects, 25 energy or water infrastructure projects, 12 community development projects, and nine recreation or natural resource projects. She has experience testifying as an expert witness at SEPA and CEQA hearings. Her organizational, analytical, written and verbal communication skills, and ability to work closely with a variety of interested parties and regulatory agencies in a dynamic and deadline-driven environment benefit her clients.
