A senior environmental planner with more than 33 years of experience, Pam serves as Shannon & Wilson's environmental planning group services leader. She offers unique skills and a pragmatic approach that translate into efficient use of resources supporting the client’s development and permit processing. 

Pam specializes in producing environmentally sound NEPA/SEPA documentation of proposed land development, industrial, and public works projects. She has experience in the conduct and preparation of environmental studies and planning, and has worked with public agencies and private developers on more than 150 different SEPA/NEPA-related projects involving teams of consultants and complex permitting efforts. She has managed projects ranging from small scale to multimillion dollar efforts, for a wide range of different clients, including as port authorities, schools, public agencies, and private developers. Her private client project list includes commercial and office development, cleanup and remediation, and local coastal and waterfront projects. She has managed and maintained overall task and subconsultant budgets, staffing, and assignments; reported on budget and schedule; ensured high quality timely work products; reviewed deliverables; communicated and documented project changes; and served as the primary point of contact for client communications.
