Delta Terminal 2 & 3 Modernization Program

The Delta Terminal 2 and 3 Modernization consists of the seismic retrofit and expansion of Los Angeles World Airport Terminals 2 and 3. 

This project consists of multiple improvement packages, including expanding the existing connector structure between the two terminals, constructing new Terminal 3 satellite, headhouse and concourse, installing new passenger boarding bridges at multiple gates, and a connector to the Tom Bradley International Terminal. We prepared geotechnical recommendations for foundation systems including deep and shallow foundation types, as well as estimated settlement for foundations, based on our field explorations and laboratory testing. Shannon & Wilson also provided a seismic hazard analysis, ground motion response spectra, and earthquake time histories for use in the structural analysis of the retrofit. We developed these parameters through site-specific deterministic and probabilistic seismic hazard analyses performed during our seismic study. 

Project construction is divided into three phases under a CM@Risk contract with Hensel Phelps for a total project budget of $1.6 billion.  The first phase of construction started in the summer of 2019 and included the Headhouse and Terminal 3 Concourse.  Phases 2 and 3 were originally scheduled for a later date, but following the COVID-19 pandemic, the reduction in airport traffic allowed for an acceleration of the schedule.  All phases are currently under construction.

We have provided construction observation and testing with our small-business enterprise (SBE) partner firm, GeoAdvantec.  Our services have included responses to Request for Information (RFI) and contractor submittals, plan review, and observing grading, utility trenches, temporary shoring, and foundation installations.
