Heather Budwell
Eastern Region Federal Business Development Leader
Based out of our St. Louis office, Heather Budwell serves as the Eastern Region Federal Business Development Leader for Shannon & Wilson. Heather is responsible for expanding our firm’s presence across the federal market throughout the Eastern United States, with a focus on building strategic relationships and identifying new business opportunities. She also oversees our four eastern region offices for federal business development.
In her role, Heather actively engages with industry partners, clients, and federal agencies to gain early insight into upcoming projects and position the firm for success. She represents Shannon & Wilson at conferences, industry events, and networking engagements, fostering partnerships and strengthening connections across the A/E/C community. Heather is an active member of the Society of American Military Engineers (SAME) and the Society for Marketing Professional Services (SMPS) and works closely with agencies such as the U.S. Army Corps of Engineers (USACE) and NAVFAC. Her efforts are focused on aligning Shannon & Wilson’s technical expertise with federal client needs and advancing opportunities from early identification through pursuit.
