With 29 years' experience, Carole Leigh specializes in geotechnical engineering and construction observation for civil engineering projects. She has performed engineering studies on a variety of structures including state highway, county, and city bridges; high-rise hotel and office buildings; hospitals and research centers; a naval pier; museums; a symphony hall; residences on steep slopes; and tiered reinforced earth walls.  Carole was the Project Engineer for the City of Seattle Bridge Seismic Retrofit project that involved over 30 bridges.  She has also been involved in the design of several new and replacement bridges in King, Pierce, Thurston, Snohomish, Skagit, and Grays Harbor counties, and several bridge widening, retrofit, or replacement projects for Washington State and the City of Seattle.  

Since 2006, under a WSDOT GEC contract, she has been the Geotechnical Discipline Manager for the SR 520 Bridge Replacement and HOV Project. The SR 520 project includes three distinct components:  Eastside Transit and HOV between the east side of Lake Washington and 108th Ave NE; Floating Bridge and Landings (FB&L); and the Rest of the West (Seattle side) between I-5 and the west end of the Floating Bridge. The Rest of the West has been further split into several project pieces. Under Carole’s direction, Shannon & Wilson has performed several hundred field explorations, laboratory testing, geotechnical engineering, probabilistic seismic studies, environmental characterization, groundwater analyses, Design-Build Request for Proposals procurement support, construction observation and submittal review support, and provided other support activities to WSDOT and the GEC team for all three segments.

Carole continues to work with the combined consultant and WSDOT team to move the Rest of the West project design and construction forward; the remaining subprojects include features such as the West Approach Bridge – South, Montlake Land Bridge, Montlake Lid, Portage Bay Bridge, Delmar Landslide area, 10th and Delmar Lid, and the connections to Interstate 5.
