Shannon & Wilson has entered into a contract with the Alaska Department of Environmental Conservation (ADEC) to develop and implement an Arctic/Cold Regions Oil Pipeline Conference. The conference will consist of presentations addressing the unique challenges associated with the construction and operation of pipelines in the Alaskan Arctic/Cold Regions.   • Inform new entrants to the Alaska Oil Industry of the unique challenges of operation in Alaska;
  • Share current best practices, proven technologies, and lessons learned for challenges unique to Alaskan pipelines in the Arctic/Cold Regions;
  • Provide information from federal and state government agencies regarding regulatory oversight unique to Alaska; and
  • Avoid preventable environmental impacts to Alaska.

The Alaska Risk Assessment project authorized by the State Legislature provides funding to sponsor an Arctic/Cold Regions Oil Pipeline Conference that will be open to the public. This conference will target new entrants to the Alaska Oil Industry and aims to provide a forum to share information from established operators, governmental agencies, and private contractors. Established technologies and scientific research relevant to Alaska will also be presented. Even though this conference will be sponsored by ADEC, the participation of other Alaskan and Federal governmental agencies will be necessary to better meet the objectives of this conference.

Shannon & Wilson is soliciting presentations from engineers, planners, scientists, and research and development entities that have expertise in the construction and operation of oil pipelines in an Arctic environment for the Arctic/Cold Regions Oil Pipeline Conference to be held on September 17, 18, and 19, 2013 in Anchorage, Alaska. Topics relevant to this conference are summarized in the Preliminary Agenda. The publication of papers is not a requirement for the participation as a speaker. A summary of the proposed presentation will be sufficient to determine applicability.

The ADEC will use the information presented at the Conference to produce a Conference Proceedings Report. The report will contain a description of the Arctic/Cold Regions Oil Pipeline Conference and PowerPoint presentations in appendices.
